Campus and Community Safety

What is the University doing to make sure York’s campuses are safe as possible when we return?

York is guided by public health and government directives as well as coordination within Ontario’s university sector. Given York’s unique environment and challenges, our plan serves the entire community, including all faculties, programs, and campuses. To help ensure a safe environment where everyone can feel comfortable returning to campus, the following procedures are being implemented:

  • Physical distancing: adhering to the requirement to stay 2-metres apart, procedures will be developed for classrooms (which will be re-arranged), shared offices, libraries, research and teaching labs and other spaces.
  • Mandatory masks: masks and/or face covering are required in all indoor spaces and outdoor spaces where 2-metre distancing cannot be maintained.
  • Face coverings provided by York University to students, faculty, instructors and staff who are required to be on campus consist of at least three layers, as recommended by the World Health Organization (WHO) and supported by Public Health Agency of Canada.
  • Self-monitoring: all individuals are encouraged to self-monitor. If anyone is feeling unwell or symptomatic they are required to self-isolate and must not attend our campuses.
  • Signage: is posted to ensure that everyone has been screened for COVID-19 symptoms and will have responded ‘no’ to all questions in the screening questionnaire. When this is the case, they will be able to enter York’s campuses and sites, while continuing to practice physical distancing and proper hand hygiene in all locations, including rooms and elevators that will indicate a maximum occupancy.
  • New sanitizer dispensers & hand washing: dispensers have been installed across both campuses in all entry locations to buildings and frequent hand washing is required. Additional Dispensing Units will be added as needed, as building occupancy expands.
  • Protective measures: plexiglass barriers and sneeze guards will be installed in high-traffic areas where maintaining physical distancing is not possible. Increased and focused cleaning around high touch points is being done on York’s campuses, using new cleaning technologies like robotic floor cleaners and atomized disinfectants. Fan systems have been reviewed in all areas with an increased focus on preventative and proactive maintenance, along with ongoing installation of increased air filtration.

Who is eligible to receive face coverings?

York University will provide two non-medical face coverings to our community members who are currently required to be physically present at work on campus or who are living in residence on campus. Signs are posted at the entrances to all buildings reminding community members of the need to wear their mask or face covering while indoors and outdoors, when 2-meter physical distancing is not possible.

Will York be screening those who are already on campus as well as those who are returning?

To protect York’s community members from exposure to COVID-19, the University has implemented screening. This screening must be completed prior to attending campus as per established processes. Signs will also be posted at the entrances of all the open locations to let people know how to screen themselves for COVID-19 prior to entering the premises. Students that live on campus are required to complete daily screening forms to ensure that they pass screening and can access the rest of the campus. If you do not pass the screening, please isolate in your residence, and connect with OSCR and TPH for further direction.

Students that do not live on residence are required to complete screening for each day that they access the campus. You must be able to pass screening to come onto campus, if you do not pass screening please isolate at home and contact OSCR and TPH for further direction.

If I live in residence, will I need to wear a face covering?

York has adopted the latest recommendations from the Public Health Agency of Canada and requires the wearing of three-layer face coverings in all indoor public spaces on campus, and outdoors when physical distancing of two metres cannot be obtained. Indoor public spaces include, but are not limited to meeting rooms, common areas in all residences, laundry facilities, washrooms, corridors and elevators.

If you’re in the Undergrad Residences, the York Apartments or the Quad, information about how to obtain a York-issued non-medical face covering was emailed to you.

If I visit campus, do I have to wear a face covering?

In accordance with public health guidelines to help us all remain safe, anyone entering an indoor space on York University property, including all campuses, work sites and satellite offices must wear a three-layer face covering that covers their mouth, nose and chin completely for the entire duration of their indoor stay, unless an exemption applies. If you need a face covering, you may obtain one from York at the YU-card Office, using the Virtual Line tool before coming. Select “YU-card Office” in the virtual line.

How can I receive my non-medical face covering from York and how do I take care of it?

If you lived in a York Undergraduate Residence, York Apartment or the Quad in September 2020 and received a face covering in September or later, three-layer non-medical face coverings were issued to you. If you received York-issued face coverings prior to September 2020 they were two-layer coverings.

Three-layer face coverings are again available to students required to be on campus, and those students have received an email with instructions on how to obtain them. The three-layer face covering packages include instructions for wearing and caring for (including laundering) your non-medical face covering.

Locations to obtain 3-layer face coverings:

  1. YU-card Office: 200 William Smalls by appointment only.
  2. Post Office: Located in York Lanes across from the bookstore.
  3. Glendon College: Housing Office, Greenhouse by appointment only.

Reminders:

  • Staff/faculty/instructors need to present their YU-card to obtain two face coverings.

General:

  • YU-card is required for picked up
  • If you have never been issued a YU-card, you may present government issued photo ID along with employee number
  • Staff/Faculty who are required to be working on campus are eligible to obtain two face coverings.
  • All health and safety measures are to be followed when picking up your face covering including wearing a mask or face covering.

What do I need to do in order to come to campus?

Before you come to campus, you’ll need to complete the COVID-19 Screening Checklist each time you come to campus; and obtain your YU-card. Your YU-card is not only your official York U photo identification, but you’ll need to use your YU-card to enter any campus buildings you have been approved to access. To obtain your YU-card, use the Virtual Line tool before coming to the YU-card Office. Select "YU-card Pickup Services".

What if I do not want to return to campus because I am concerned for my health and safety?

As has been the case throughout the pandemic, the health and safety of the York community remains the University’s top priority and we will continue to follow Toronto Public health guidelines.

In order to pivot to safely resuming on-campus classes and activities in the Fall 2021, in accordance with municipal and provincial guidance, detailed planning is in process for the phased return of additional required staff for the Fall 2021 academic term.

Safety Planning has been implemented at York University to protect the health and safety of our community and Return to Campus COVID-19 Training provides additional information and procedures to help keep you safe.

Staff are encouraged to speak with their manager if they have any concerns regarding a planned return to campus. Health and safety considerations are our utmost priority to ensure that all members of the York community remain well. Requests for medical accommodation should be made through Employee Well-Being at: EWB@yorku.ca  Requests for family status accommodation should be directed to your manager/academic leader. Am I eligible to receive the COVID-19 vaccine?

To find out if you are currently eligible to book your COVID-19 vaccination appointment, you can search here by postal code.

Students living on York’s Keele campus, who have a postal code beginning with M3J, are now eligible to book their vaccination here. When you arrive for your appointment, please be ready to present your proof of address, either with a valid government issued ID or a bill that includes your postal code. Please continue to visit this site for regular updates and note that at this time those working on campus are not eligible to receive vaccination.

Libraries

Are the libraries open?

Throughout the pandemic York University Libraries have continued to offer online and other remote services to ensure students have access to important learning materials and to support faculty. The Libraries are still available to answer your questions via bilingual chat services available seven days/week (and into the evenings Monday to Thursday), Zoom, and email. York University Libraries offers select services and a contact-less book locker service for the loaning of physical items and bookable study spaces for students with exceptional needs requiring access to internet, photocopiers or a quiet environment.

How can I borrow a book and pick it up?

Loanable physical items can be requested through OMNI and picked up at either the Glendon or Keele book lockers. More detailed information on this can be found here.

Can I borrow books from the Libraries at the current time?

York students, faculty and staff can borrow books from the Bronfman, Frost, Steacie and Scott libraries by making requests in Omni and picking the items up at the book lockers located at the Keele and Glendon campuses. Full information about the locker service is available via the Curbside Pickup Service section of the Library Services During COVID-19 LibGuide. Inter-library loans (RACER) requests from partner Ontario university libraries are also being processed.

How do I return a borrowed book when in-person library services are suspended?

Returning library materials is not expected and fines will not accrue for late or missing items, however library materials can be returned at the Scott and Frost libraries and at a library returns bin located outside the First Student Centre. Please be aware that, due to the quarantining of returned materials, it may take up to a week for items to be cleared from your account. Can I use York Libraries?

York’s Libraries are currently offering mainly online and other remote services to ensure students have access to important learning materials as well as research guidance and assignment support. Librarians are available to answer you in many ways including by chat, zoom and email. You can request books from the circulating collections at most York U Libraries and pick them up at the book lockers located at the Glendon and Keele campuses. In addition, the Scott and Frost Libraries are offering limited study spaces to students with exceptional needs. Note that you will need to book a study space before you visit, and you must adhere to public health guidelines and institutional mandates as outlined on the Libraries’ website. How can I access Library resources and services?

York University Libraries (YUL) is continuing to provide research guidance and assignment development consultations to students and faculty through Zoom, email, and other modes of online communications. If you are teaching in the summer or fall terms, we encourage you to reach out to our Content Development and Analysis Department for guidance on online materials for course readings at: yul_cda@yorku.ca. Librarians and archivists are available to teach a range of online classes from assignment-based research resources to digital literacy and research data management planning. Please connect with us to organize a class tailored to your course and curricular needs and also visit the Teaching Online site.

As we approach the Fall term, YUL is developing a comprehensive plan to safely restore in phases on-site library services and operations paused during the pandemic. Stay tuned for regular updates via the Libraries website.

Operations and Services

What parking arrangements should I make if I’m driving to campus?

Parking is temporarily being provided on a complimentary basis on the Keele and Glendon campuses. Community members must park in a valid parking space to avoid receiving a municipal ticket. Parking & Transportation Services is developing plans for the eventual return to paid parking on campus and for more information please visit Parking Services.

What transportation services are operating?

Community members should check with public transit agencies to verify current routes and schedules as recent changes have occurred. Transportation Services will update transit agencies servicing the University about on-campus activity levels as this evolves.

Campus shuttle services are not currently operating. Parking & Transportation Services is developing plans for the resumption of services that may be required as on-campus activity evolves.

Are food outlets open?

A number of campus food outlets are open. Please visit the Food Services for a current list of food outlets that are open and their hours of operation. In accordance with current Toronto Public Health requirements, food outlets that are open are operating on a take-out only basis.

How can I get my YU-card?

If you are currently only taking online classes or are working remotely, you do not require a YU-card at this time. If you are attending campus for work or classes and require a YU-card either for door access or for meal plans, new/replacement YU-cards are being issued by appointment only at the YU-card Office at 200 William Small Centre.

My YU-card is expiring. Do I need to replace it?

All YU-cards with expiration dates between April-May 2020 and 2021 are being automatically extended on a monthly basis in the YU-card system to ensure continuity of services for cardholders. You do not need to obtain a new card at this time.

Is the Bookstore open?

The bookstore is open in the cloud for online orders only at this time and is currently providing free shipping across Canada. Limited appointment-based curbside pickup is also available. Please check the bookstore site for current updates and to shop online for course materials and York apparel. The Bookstore also provides digital textbook options for many courses that can provide students with cost savings.

How is campus mail being processed?

Inbound and outbound mail is being processed by Mailing Services, on a pick-up/drop-off basis on the Keele and Glendon campuses. For details on services, locations and hours of operation please visit Ancillary Services for more information.

If I need some IT support, where do I go?

Is the University laying off staff?

The University has not announced any planned layoffs as a result of the pandemic at this time. If there were to be layoffs for any reason, they would occur in accordance with the terms of the relevant collective agreement or policy. Redeployment of some staff has successfully occurred during the pandemic.

Current Students

Will Summer 2021 courses be online or in person?

For the Summer 2021 term, the University will continue the same fundamental approach to course delivery as it did in the Fall/Winter 2020-2021 terms. This means that most undergraduate and graduate courses will be offered through online / remote delivery. To the extent possible, and in accordance with expert guidance from our public health authorities, some limited in-person courses are offered and you can find the list of those on the In-Person Courses web page.

What is the difference between an online course and a remote course?

Courses offered as online (designated as ONLN) have no specified meeting times. You may also see these courses referred to as “asynchronous”.

All other courses, designated as blended (BLEN), lecture (LECT) or seminar (SEMR) will be offered remotely. That means they will have some scheduled, synchronized meeting times. You may also see these courses referred to as “synchronous” or “remote”. Corresponding Labs (LAB) and Tutorials (TUTR) for remote courses will also be offered remotely.

A small number of courses will have in-person components that require you to attend in-person for completion.

How will I know if any of my courses have in-person components?

There are only a small number of courses that have an in-person component for the Summer 2021 Session. You should assume that your courses are completely online and/or remote unless you either:

  1. See a notation otherwise in the course description on the York Courses website; or are
  2. Informed by your course instructor (by email or on the course Moodle website) that a specific course has an in-person component.

You can view the current list of the identified in-person courses.  The list is subject to change per public health requirements.

How do I know what courses I should take?

If you are in a program with access to the Degree Progress Report, you should check that to see what courses you still need to take to complete your degree. If you are unsure about what courses to take, or have questions about your degree progress, you can contact your Faculty Advising Office.

How do I enrol in Summer 2021 courses?

You can see course offerings for the Summer 2021 Session on the York Courses website. Enrolment begins in April, but you can check your enrolment window date now. As we communicated on November 30, summer term courses will mostly be offered through online/remote delivery. To the extent possible, and in accordance with expert guidance from our public health authorities, some limited in-person courses are offered and you can find the list of those on the In-Person Courses web page.

The online Enrolment & Registration Guide provides information about choosing your courses, planning your class schedule and adding, dropping and exchanging courses. For information on how to enrol in courses and to see University 101 resources, visit YU START.

Will there be lower tuition as a result of courses being predominantly online/remote?

The cost of tuition remains the same as your instructors continue to develop the curriculum, engage in the teaching, and support your learning. While tuition itself remains consistent, some supplementary fees have been reduced to reflect current circumstances. As well, your courses continue to support progress toward your degree. What has changed is the method of delivery and instructors have adapted courses to the remote learning environment so that students continue to receive a rigorous, transformative education.

Apart from tuition, ancillary fees are charged for a number of service areas. Where we are unable to provide the full offering of programs or services, such as in athletics, we have reduced the fee. The majority of our programs, supports and services are still operating despite being remote and remain in service. Students will continue to have access to a rigorous education online that delivers the full curriculum and enables progress.

What are the plans for Fall 2021?

York University is actively planning for a safe return to campus for the Fall 2021 term. Our plan centres around bringing classes and co-curricular opportunities back onto our campuses as much as possible, within public health guidelines, and prioritizing the health and safety of the York community. Classes delivered on campus will be in small groups, and remote learning will also continue, especially for students who may face health or travel restrictions. Classes begin on September 8. Course enrolment opens in July and will continue on a rolling basis. Due to the changing nature of the pandemic, York University will continue to be flexible in its approach.

What happens if I start a class online and then the campus opens for in-person classes?

If you start a class online/remotely, and later in the term or the academic year classes move on-campus, you will be able to complete your course(s) online/remotely. This applied to fall (F) courses, and continues to apply winter (W) and full-year (Y) courses. Courses with optional in person components should also have a fully remote version that allows students to complete course requirements that way if they need to. Wherever a course can be delivered remotely in its entirety, instructors will have the choice to do so.

What if I cannot attend an in-person class in the Summer or Fall?

We recognize that some students may not be available to attend campuses in the Summer or Fall. Students will be informed in advance of the start of the course if there are any required in-person components, and what flexibility they will have to fulfill those requirements over the term. Some students may prefer to delay such courses until a subsequent term.

With courses continuing online and remotely, will there be a Pass/Fail grade option as there was at the end of last winter’s term?

Students who meet the eligibility requirements for the Pass/Fail (ungraded) option may submit a Pass/Fail request for Fall/Winter 2020-2021 courses as per the usual process.

The temporary adjustment to Pass/Fail eligibility requirements for the past Winter 2020 term was in response to the extraordinary circumstances faced by students as they faced the unique challenge of having to adjust to online learning overnight. Regular Pass/Fail eligibility requirements are now back in place.

What in-person services are available?

In addition to courses being delivered online or remotely, most student services will also be provided online or remotely. Online service typically means self-serve options, while remote service may include one-to-one service by phone, chat, online meeting platform (i.e. Zoom) or email.
Visit My Online Services for resources and ways to connect with the services you need for your academic success and mental and physical wellbeing.

Some limited on-campus services, including food services, will be available to students who are required to be on campus either because they are living in residence on campus or are in one of the small number of courses with in-person components or engaged in research requiring in-person attendance.

Are any of the athletics & recreation programs being offered on campus?

Athletics and Recreation may offer limited programming to students who are living in Residence or who are attending in-person classes on campus in alignment with Public Health guidelines. A variety of online personal training, drop-in classes and MUV fitness sessions are available for all students. Can I use York Libraries?

York’s Libraries are currently offering mainly online and other remote services to ensure students have access to important learning materials as well as research guidance and assignment support. Librarians are available to answer you in many ways including by chat, zoom and email. You can request books from the circulating book collections at most York U Libraries using the curbside pickup service with a contactless process.

Can I access York buildings? Are York buildings open?

Many York University buildings are closed, and you should consider carefully if you need to come onto campus.
Campus services that are open include:

  • A small number of classrooms and labs for those students who are taking in-person classes.
  • A limited study spaces available at the Library. For more information, and to book your seat or study space, visit the Library Services During COVID-19: Study Space web page (https://researchguides.library.yorku.ca/covid19services/studyspace).
  • Athletics and Recreation. Limited programming to students who are living in Residence or who are attending in-person classes on campus may be available in alignment with Public Health guidelines.
  • Food services. Food services are open on campus, and students living on the Keele Campus will have access to both Stong and Winters dining halls, as well as some of the other retail outlets that will be open on campus, though indoor dining will be available only when Public Health guidelines permit it.
  • York Lanes. Some retailers and services at York Lanes are open. See the York Lanes COVID-19 updates page to see what is open or closed.

Are student clubs operating?

Student clubs and organizations have moved their activities online where possible. You can search for clubs and organizations using YU Connect [https://yorku.campuslabs.ca/engage/] and get online event details from specific clubs.

Will any varsity athletics teams be training or competing?

There will be no sanctioned OUA or U Sports competitions up to and including August 31, 2021.

Student-athletes will be encouraged to train and opportunities for structured team training will be coordinated through the department under provincial health guidelines.

A decision regarding the opportunity to engage in Fall 2021 competition will be made by the board of the OUA in the spring.

How do I contact services and supports that are available online/remotely only?

Websites for student services and support will include ways of contacting them, and My Online Services also has a list of resources and online/remote contact information for various services.

How do I access mental health and wellness support?

Mental health and wellness support, is available via phone and video platforms through Student Counselling, Health & Wellbeing.

Glendon’s Accessibility, Well-Being and Counselling and the Faculty of Graduate Studies Graduate Student Wellness Services can also be reached by phone and email, and will continue to provide services to students in residence as well as off campus.

The Office of Student Community Relations (OSCR) can be reached by phone and email, and will continue to provide services to students in residence as well as off campus.

Can I still apply for financial aid if all my courses are online? Are there any changes to the process?

The process for applying for financial aid has not changed because it is primarily an online/remote process.

Make sure you complete the Student Financial Profile so that you will be considered for any automatic financial aid support including scholarships, awards and bursaries.

Will there be Summer Work/Study opportunities for students? What about Fall/Winter 2021-2022 opportunities?

Work/Study opportunities for domestic and international students for Summer 2021 will be posted April 9. Postings will be for positions that can be fulfilled through work-from-home arrangements. Work/Study opportunities for Fall/Winter 2021-2022 will be posted in August. Visit the Work/Study Programs website for description of general Work/Stud; Leadership, Engagement and Ambassadorship (LEAP); and Research at York (RAY) positions, eligibility criteria and information on how to apply for these positions..

Are there any online events for students to participate in?

What is York's current guidance on interprovincial travel?

When a federal, provincial or municipal advisory or order is in place for inter-provincial travel, the University will adhere to the related guidance provided. When an advisory or order is in place, access to campus will be restricted for those who engage in inter-provincial travel. Standard guidance for inter-provincial travel requires a self-isolation period of 14 days.

Current guidance on inter-provincial travel strongly advises that individuals and families self-isolate for 14 days when arriving in or returning to Ontario. Please continue to monitor provincial guidelines for the most up-to-date information on how to stay safe.

Will I be able to participate in the YU START program?

You can access YU START’s York 101 module, including a series of videos designed to help you prepare for your first week of classes, to get a feel for what your start of term will look like, learn how to navigate eClass and Zoom, and find online learning resources.

How do I enroll in and start my courses?

Your Faculty will advise you on how to enrol in Winter term courses, and your course syllabus should provide you with information about how to log in to and begin your classes.

I am transferring to York University from another post-secondary institution. Where can I find support for my transition to York?

Future Students

Can I still apply for admission to York University?

York’s admissions team is accepting and processing applications and making offers of admission for Summer 2021 and Fall 2021. Undergraduate application deadlines are available on the Admissions Deadlines web page. For graduate program admission deadlines visit the Faculty of Graduate Studies Programs website.

We understand that some students require additional flexibility to meet deadlines as a result of disruptions to schooling or exams due to COVID-19. York is committed to working with any students who may need extra time in order to complete their application.

Can online courses taken in high school or at other postsecondary institutions still be considered for transfer credit?

Yes. Any high school or postsecondary courses that were eligible for transfer credit before classes moved online due to COVID-19 will continue to be eligible and assessed for transfer credit.

I am enrolled in a course that requires students to be online at a certain time. What consideration will be given to international students in different time zones?

Instructors will take into account the needs of students in different geographic locations and time zones (e.g., by providing asynchronous access to course materials and activities with technological support where possible). Your course instructor will inform you in advance of the start of your course about what flexibility may be available to help you fulfill your course requirements in different time zones.

For the courses that start online/remotely, that have an optional in-person component, students should be provided with reasonable alternative access to the learning activities offered for in-person components.

Are there any supports to help me strengthen my English skills?

There are many resources available for English language support at York. The Writing Centre offers help with essays and other University writing. Learning Skills Services also has workshops like Reading and Notetaking, Presentation Skills and more, with many workshops available specifically for International students. Join York International’s events and programs to connect with other students, practice your English and gain confidence in your English Language skills.

York also offers ESL courses delivered online. These courses include both real-time class meetings using Zoom (synchronous) and self-directed online learning using eClass (asynchronous). If you are unable to meet during the scheduled class time you will be able to access video recordings of class lectures.

Am I eligible to receive a vaccine if I live on York’s campuses?

As per the Government of Ontario announcement, residents aged 18 and above who are living in COVID-19 hotspot areas will be eligible to receive their COVID-19 vaccine through mobile teams and pop-up clinics. If you are living on York’s Keele campus with the M3J postal code, information regarding how to get your vaccine will be communicated to you directly by Toronto Public Health. Am I eligible to receive a vaccine if I live on York’s campuses?

What information can you provide for research related travel for graduate students?

All research-related international travel and related activities for graduate students, and travel related to academic program completion will be assessed on a case-by-case basis until August 31, 2021. New guidance on this will be available for the Fall 2021 term by July 1, 2021.

The University understands and appreciates research and fieldwork as a crucial piece of the graduate student progression and having a process in place for essential international research will help facilitate when the travel advisories begin to lift. What did York consider before issuing these directives?

The current assessment takes into consideration Global Affairs Canada travel advisories to the region, local advisories, the unpredictability of variants of concern, the varied pace of global vaccination efforts and availability of insurance.

It is recognized that international programs require lead time for student application, selection, nomination and consultation with partner institutions or financial commitments.  Thus, guidance for Fall 2021 is being recommended now to assist students in decision-making and to develop alternate delivery options. Is YSpace Markham open?

YSpace Markham is currently not open. In order to provide consistent support to our startup members, all YSpace Markham operations have been moved online. What if my research involves face-to-face contact with people?

All face-to-face (in-person) research involving human participants remains suspended, until further notice. This includes all in-person recruitment of human participants; in-person data collection involving human participants for all on-going approved research both on campus and off campus; as well as studies involving human participants that have previously received HPRC approval.

For research where York’s Ethics Committee (HPRC) is not the primary ethics board of record (such as a hospital Board of Record) and where research is already approved, the following applies:

  • Researchers may continue so long as they have a current research restart approval and so long as they follow all applicable local public health directives (e.g., regional pandemic restrictions) and all prescribed safety measures, as directed by the applicable institution.

When can I restart my face-to-face research with human participants?

While in-person research is currently suspended due to provincial Stay-at-Home order, in anticipation of the eventual lifting of provincial restrictions, guidelines have been developed for in-person research across each zone of pandemic and recovery. This guidance document will identify the research activities that can be authorized in each zone, subject to the appropriate risk mitigation strategies, as well as procedures for research restart.

What about other types of research?

At present, this is the status of research activities:

  • Online and Virtual Research: may continue as approved.
  • Previously approved field research (August 2020 to present): Researchers currently in other regions or in countries conducting already approved field research, may continue if the approved research cannot be delayed subject to the following:
    • Researchers must contact ORE to confirm that they have a current Health and Safety Plan; and
    • Researchers must also confirm with ORE that the regions are not under a pandemic advisory that doesn’t allow face-to-face/in-person research and follow all applicable local public health directives and safety measures.
    • Should the situation in other regions/countries change and local public health directives nolonger permit or allow face-to-face research, you must suspend your research and notify ORE immediately.

If I’m paying research assistants/associates/post-docs and they self-isolate or if the university closes, are they paid and if so, who pays? Do I have to pay if research staff are not working?

Research assistants/associates who are paid an hourly wage will be paid from the PI’s cost centre for the hours that are worked. CPM and YUSA staff will be paid from the cost centres they are currently being paid from and PIs are encouraged to find remote work for all staff, if possible. Can I continue with new research hires (i.e. research assistants/post-docs)? What do we do about signatures on ETFs & contracts?

Can I hire people not at York to do the work?

York researchers have always been able to hire non-York personnel to conduct research and we continue to retain the ability to sub-grant funds other institutions. Should you wish to transfer funds to another institution under a Tri-Council grant, please contact Joan Broussard for assistance: joanb@yorku.ca. Should you wish to transfer funds under any other grant funding, please contact Janet Newton for assistance:newtonj@yorku.ca.

My faculty administrator has recently submitted a citizenship and immigration application for my future post-doc or IVRT. How will this affect their hire?

Here are some questions to consider in this situation:

  • What if they are originating from one of the countries that are currently at risk (or not)? Should we be cancelling their application?
  • Should we be continuing with international hires or should this placed be on hold?
  • I want to extend my international post-doc, are there any issues or implications with Citizenship and Immigration in terms of potential delays?
  • My post-doc’s contract has ended, can they return to their country if it is considered to be at risk?

On March 13, 2021, the Minister of Transportation announced that inbound flights from international destinations will soon only be allowed to land at a limited number of airports. Things may evolve very quickly in the next few days or weeks. Whether or not these visitors can travel to Canada will also depend on travel restrictions in their own countries and on flight availability.

Post docs and IVRTs should notify York International and their hosting faculty member of their intentions. There are no issues/penalties for cancellation and they won’t be charged an administrative fee until they actually arrive. The decision around whether to study/work at York is their own choice to make.

If applicants are currently outside Canada and need to apply for visas, they should expect delays. The Visa Applications Centres (VACs) in China is currently only accepting biometrics appointments and VACs in Korea are experiencing delays. If you are from a country where there is no VAC and your must travel to a neighboring country to give biometrics or submit your passport, York International suggests you figure out all logistics before launching an application. IRCC operations in any countries/regions may change any time without notice.

If those applicants are already in Canada and cannot return home due to travel restrictions, they can apply to extend their status from within Canada. IRCC has announced special measures to help applicants from China, Iran and South Korea who are affected by COVID-19.

With the non-Canadian citizen travel ban coming into effect, does this mean VISAs won’t be approved? Should we not do the CIC work or does this mean that the CIC work can be processed by Faculty research offices to ensure it is ready when travel resumes?

Visa applications that are in process will not be refused based on COVID-19. However do expect service disruptions and delays at many Canadian visa posts abroad. Several Canadian embassies and consulates have closed and more closures may follow suit.

Applicants can check to see if the visa office responsible for their country or region remains open before submitting an application here. New applications submitted online during this time will probably be processed once services resume.

For new IVRTs with Visas that are already approved but caught in process during travel bans, is there an opportunity to start employment while they’re abroad if the PI attests and condones that they can work remotely?

With the Canadian border closure in effect, temporary residents will not be able to enter Canada even if they have been issued visas. They do need work authorization to perform duties if they are outside of Canada.

Can IVRTs with Visas receive work authorization if they have gone through CIC on work permits yet they have not entered the country? Or do we need to support them as a foreign contractor?

These individuals can start their employment while they’re abroad, with or without a work permit.

When travel resumes, do research staff contracts start when a person arrives here or after the 14-day isolation period?

Our goal is to continue to pay employees. If you have work for employees to complete while they are in self-isolation, please encourage this and pay them from your cost centres. Please be creative with assignments where possible.

Will I get reimbursed for my expenses during the disruption or will it have to wait?

Concur will continue to operate as usual. The Travel desk staff are set up to work from home if and when needed. Note that paper claims will take more time to process if staff are working from home, so please register to use Concur and contact Paula Perri at: perrip@yorku.ca.

What if I receive a notice of award, how do I get access to my funding?

Research Accounting will continue to create cost centres upon receipt of notice of awards, ethics approval and a signed accountability document. One-on-one assistance is through the Teaching Commons virtual drop-in hours, 10 a.m.-12 p.m., Monday to Friday. What does the Teaching Commons offer in support of remote/on-line teaching?

To support the transition to remote/online teaching and learning, the Teaching Commons has developed the Going Remote site, offering 9 self-directed modules including suggestions and resources about course organization, content, and assessment. Interactive professional development programs also are available and details can be found on the Teaching Commons website.

As part of the Teaching Commons’ support for remote and online teaching, they offer a regular webinar series featuring York faculty members with experience in online/remote teaching and learning, who can share their expertise and answer questions. Where can I access technical support for teaching remotely/online?

Learning Technology Services (LTS) is a unit within University Information Technology (UIT) that is dedicated to supporting instructors and teaching assistants to make the best use of online learning tech within their courses through consultation, training and a variety of resources.

LTS provides a range of support services on using eClass for course presentation, communication, collaboration and assessment. Additionally, a number of tools have been integrated into eClass to provide instructors with a seamless teaching and learning experience, such as Techsmith Relay for lecture recording, Zoom for videoconferencing, iClicker for student engagement, Turnitin and Crowdmark for assessment, and Proctortrack for exam proctoring.

How can I access Library resources?

York University Libraries (YUL) is continuing to provide research guidance and assignment development consultations to students, instructors and faculty through Zoom, email, and other virtual methods. If you are teaching the upcoming terms, we encourage you to reach out to our Content Development and Analysis Department at: yul_cda@yorku.ca for help with online materials for course readings. We offer a range of services during the pandemic and have information here on course reserves.

Librarians and archivists are available to teach a range of online classes from assignment-based research resources to digital literacy and research data management planning. Please connect with us to organize a class tailored to your course and curricular needs and visit the Teaching online site.

As we approach the fall term, YUL is developing a comprehensive plan to (as much as possible) safely restore on-site library services and operations that were paused during the pandemic. Where can I find information about proctored exams?

Proctortrack software will be accessible to York instructors for the Summer 2021 and Fall 2021 academic terms. Proctortrack is available for courses that have final exams during the designated exam periods in S1, S2, SU and FA of 2021 and for courses that have professional accreditation requirements for proctored tests or exams. Please note that Senate Executive has approved changes to the core required information that must be included in course outlines to disclose to students, if the evaluation scheme includes an online proctored exam. Senate has also issued a new decision on the use of online proctoring.

How can I protect copyright and intellectual property when posting materials online?

York University’s Copyright Office provides information for instructors on course syllabi and materials. The Teaching Commons offers additional resources and best practices around protecting Intellectual Property. You may also want to see these guidelines on the safe use of technology while working remotely or this information on security and remote teaching.

Are instructors responsible for enforcing public health guidelines and York protocols?

No, instructors are not responsible for conducting health screening or enforcing health and safety protocols.

What do I do if a student discloses that they are ill?

Please refer to COVID-19 Protocol for Self-Disclosure, Screening and Incident Management on how to handle disclosures.

Am I responsible for communicating health and safety information to students?

No, instructors are not responsible for communicating health and safety information to students by email or in the classroom. If questions are received, students can be directed to the Better Together website for resources and information.

Am I responsible for communicating specific health and safety information to students in my lab?

Yes, instructors are required to inform students about safety protocols within a specific lab.

Where do I request access to campus?

Please submit a request using the Campus Access system. Requests can take 7 days to be approved and you will be notified when this has been granted. Daily screening for COVID-19 symptoms is required to continue to have access to York’s campuses and if you are not able to answer “no” to all of the screening questions, you are not to come on site.

I don’t have an office on campus. What space can I use to deliver my classes?

Instructors can request access to a technologically equipped classroom at the Keele campus for lecture recording. Please see Lecture Recording @York.

If I already have campus access for research, do I need to submit a separate request to use my office?

Yes, please submit an additional request via the Campus Access system, so that we have a complete inventory and schedule of the spaces being used on campus for the purposed of density mapping, cleaning schedules, and building security needs.

If approved to use my office for teaching, can I host an individual student or small classes in my office?

No. Only those instructors approved for in-person teaching for Fall 2020 may meet with students in-person in designated teaching spaces..

Travel and Quarantine

What is York’s current guidance on international travel?

With the emergence of variants of concern and the varying pace of global vaccination, the University is recommending that all non-essential outbound travel should be limited or delayed where possible. If you do choose to travel, please do so safely, following the latest travel advisories and changes to your insurance coverage.

This guidance is being offered to promote the safety of our community and help to avoid unnecessary trip cancellation costs related to travel advisories. We will continue to monitor developments and government directives as they evolve and will share any updates on international travel as they become available.

What is York’s current guidance on interprovincial travel?

When a federal, provincial or municipal advisory or order is in place for inter-provincial travel, the University will adhere to the related guidance provided. When an advisory or order is in place, access to campus will be restricted for those who engage in inter-provincial travel. Standard guidance for inter-provincial travel requires a self-isolation period of 14 days.

Current guidance on inter-provincial travel strongly advises that individuals and families self-isolate for 14 days when arriving in or returning to Ontario. Please continue to monitor provincial guidelines for the most up-to-date information on how to stay safe.

What is York’s current guidance with regard to travel related to participation in international programs?

The University has made the difficult decision to cancel or postpone all University-sponsored or sanctioned international mobility programs for the Summer and Fall 2021 terms, for outgoing and incoming students. The University has weighed numerous considerations in arriving at this decision, such as international health insurance coverage for York affiliates; international travel restrictions and quarantine requirements; the emergence of variants of concern; a resurgence of COVID-19 cases; the varying pace of global vaccinations and the overall impact of international travel on student and employee physical safety, mental and physical health, and academic success.

Are there cases where students participating in international programs will be allowed to travel?

A special authorization for specific international programs and students can be made on a case-by-case basis, in consultation with Faculties, academic units, risk management and York International. The special authorization can be applied for on a case-by-case basis, based on health and safety guidance of the host country/institution and strict adherence to a health and safety plan that is agreed upon by the student, academic unit(s), risk management and YI. What are the current international travel directives for Faculty, Researchers, Post-Doctoral Fellows and Instructors?

The University continues to encourage the York Community to follow the Government of Canada’s travel advisory to avoid all non-essential travel, until further notice. We recognize international collaboration, fieldwork and conference participation are fundamental to the research and scholarship mission. As travel advisories begin to lift, York International and Risk Management can work with you to provide guidance on risk mitigation and insurance related to international travel. What is York’s directive regarding University-related, international business travel?

Previous guidance indicating that all University-related business travel outside of Canada will be cancelled/postponed until April 30, 2021 has be extended until further notice. As international travel advisories begin to lift, this guidance will be re-assessed, and additional information will be provided.

I am a traveler arriving to Canada and to campus, what should I do?

The Government of Canada has put in place an emergency order under the Quarantine Act and this applies to all travelers arriving in Canada. There is a requirement for a 14-day self-isolation period and a requirement for a 3-day stay in government approved accommodation. Each traveller, upon arrival, must show a viable quarantine plan to a border services officer. This order continues to be in effect until further notice.

There is currently a York University quarantine program that involves a 14-day stay at an off-campus hotel. This program is available to all international arrivals including international students (graduate and undergraduate), new faculty and staff hires, post-doctoral fellows and visitors. How does York’s international travel guidance apply to visiting faculty members, researchers or graduate students?

If there are essential reasons for inbound travel (as defined by the Government of Canada for in-person and on-campus activity), any host who is either a faculty member/instructor/researcher/department or Faculty, must ensure that all health and safety protocols are adhered to and that the respective Decanal office, Faculty of Graduate Studies and York International are notified. This applies to the Sumer, 2021 term.

Should I conduct university business related travel out of Canada?

The safety and well-being of the York community remains our utmost priority and therefore, based on the Government of Canada’s COVID-19 travel advisory, all University-related business travel outside of Canada Is cancelled/postponed until further notice.

This travel guidance will be re-evaluated when the Government of Canada begins to lift travel advisories.

What do I need to do when I arrive in Canada? Do I need to quarantine?

Disclosures

Will I be informed if someone on campus has COVID-19?

York University provides regular updates of the current status of reported, confirmed COVID-19 at our Better Together website. The numbers reported on our website consists of students, faculty, and University staff, who were present on our campuses prior to their diagnosis.

All disclosures of COVID-19 symptoms, testing results or other personal health information are treated as strictly confidential. When a student, university employee, or faculty member make a self-disclosure to the University, we case manage all disclosures, provide supports and services, and will notify other community members when a possible exposure has taken place under the guidance and direction of public health.

Will York inform the community if COVID is on Campus?

If Toronto Public Health determines that there is a risk to the community, they will work with York directly through the designated department(s).. Community-based communications are recommended to only take place under the guidance of TPH. TPH has urged the university to refrain from independently communicating on cases.
If there is no assessed risk, TPH will not be in communication with York as per their privacy protocols set forth by the Personal Health Information Protection Act, 2004.

What if someone discloses, they have caught COVID-19?

If a voluntary disclosure is made, managers are to treat such disclosures strictly confidentially and advise the individual to stay home (or go home) and provide the necessary work accommodation provisions.
Due to the sensitivity of information surrounding such disclosures, managers (including Faculty) are not able to share the disclosure within their work areas. Notifying other employees of self disclosures (or possible exposures) without the direction and guidance of TPH does not fall within York’s scope of responsibility. Doing so can increase confusion, sharing of misinformation, the risk for misguidance, breach of privacy, and decreased levels of trust between York, health authorities and impacted individual(s).
Due to the latency period of COVID-19, it is important for managers to keep track of where employees have worked (i.e. in what buildings/areas on a given date). If an employee tests positive for COVID-19, the local public health unit will ask employers to provide information on where the employee worked as well as the contact information of any other employee who may have been exposed. Employers will track information and Public Health Units will respond.

I am a student, am I allowed to return to campus?

Students returning for in-person activities will not be permitted to come on campuses without passing the screening checklist on that day and each time they attend a campus or York location. The individual leading/organizing the activity must communicate the requirement to complete the screening checklist prior to any return of in-person activity.

Student(s) answering “yes” to any of the questions must not visit our campuses until a later date.  As outlined above, instructions for visitors are posted on York’s website and signage will be posted in various locations across our campuses.

What do I do if I am moving into residence or the apartments?

Students moving into residence are to complete the screening checklist (Appendix A) prior to their move-in date, so that any appropriate arrangements can be made prior to entry to campus and/or for appropriate accommodations to be considered to maintain the health and safety of live-in community members.

Tenants who are scheduled to move into the York Apartments will be provided the screening checklist in advance of the commencement of a lease agreement. Letters will be issued by Housing. If lease holders answer “yes” to any of the questions, mutually agreed arrangements will be made to ensure the health and safety of community members.
